That is pretty interesting. I guess that is good for China, not so good for international adoption though.
It's possible, but more likely, that in China becoming a world figure they are increasingly more concerned about how they are viewed by the rest of the world. And, they wanted to start in '07 before too much light was shed on their adoption practices.
